LIBRARY CARD ISSUANCE POLICY – revised 4/30/2012

1.  A library card will be issued upon application to any person age 8 or up residing or owning property in the town of Petersburgh and having no outstanding obligations to our library or other libraries in the Upper Hudson Library System and with proof of identification. A library card will be issued to children from Kindergarten through age 7 with a parent’s signature and proof of identification.

2. Identification: NYS Driver’s License, or other picture ID with current address is acceptable. The addresss must be on a document that carries a recent date or expiration date to show it is a current address. Examples include: water bill, telephone bill, or lease.

3. To be valid, the card must be signed by the patron, indicating agreement to abide by all rules & policies of the Petersburgh Public Library.

4. There is no charge for an initial card, but a $1 fee will be charged to replace a lost card.

5. A library card must be presented to sign out materials from the library.


LOAN POLICY – revised 4/3/2012

Books are loaned on a four week basis. Periodicals, audiocassettes and CDs are loaned for two weeks. Petersburgh materials may be renewed by phone or in person.

OVERDUE POLICY – revised 4/3/2012
1.  A fine of five cents per library day up to the replacement cost of the item will be imposed on overdue materials.

2.  People with materials one month overdue will be billed for the cost of replacement of the items and a processing fee.

 3.  No patron may borrow materials until fines are paid and item(s) are returned or paid for.

4.  No special request will be honored by people who regularly do not return their materials on time.

5.  Persons are responsible for knowing when their materials are due.  No reminders will be issued.

6.  Parents are responsible for their children’s fines and lost items.

7.  Future action will be taken under the New York State Education Law #165 L.1950,c. 273, 5 eff. April 1, 1950.


VIDEO/DVD POLICY
 – revised 4/3/2012

Videos and DVDs may be borrowed under the following conditions:

  1. Patron has no overdue materials or fines.
  2. A fine of $1.00 per library day will be charged for each video/DVD that is overdue up to the cost of the video/DVD.
  3. A video/DVD borrowed on Monday must be returned by 6:00 P.M. the following Monday
  4. A video/DVD borrowed on Tuesday must be returned by 6:00 P.M. the following Tuesday.
  5. A video/DVD borrowed on Wednesday must be returned by 9:00 P.M. the following Wednesday.
  6. A video/DVD borrowed on Thursday must be returned by 6:00 P.M. the following Thursday.
  7. A video/DVD borrowed on Friday must be returned by 6:00 P.M. the following Friday.
  8. A video borrowed on Saturday must be returned by 12:30 P.M. the following Saturday.
  9. The borrowers are responsible for paying for lost or damaged video/DVDs.  Parents are responsible for damage or loss when the borrower is a minor.
  10. Videos/DVDs must NOT be placed in the bookdrop. A fine of $1.00 per video/DVD will apply to any videos/DVDs put in the bookdrop.
  11. Videos/DVDs may not be renewed.

eREADER BORROWING AGREEMENT

Please note that you must be a Petersburgh Public Library patron in good standing (no overdue fines or overdue materials) and at least 18 years old to checkout the eReader device.

By checking out this eReader you are assuming responsibility for any damage, loss or theft of the device while it is checked out to you. In the event of loss, damage, or theft of the eReader you are responsible for the entire replacement cost of the device for a total of $150.

The loan period for the eReader is 14 days with no renewals. A fine of $5.00 per day will be assessed if the eReader is overdue. If the eReader is overdue by 30 days, it will be considered lost and you will be expected to provide the replacement cost listed above.

**Please return the eReader to the circulation desk and hand it to one of our employees. Do not return the eReader to the book drop.

Patron must sign a form in the library indicating that they have read and agree to the terms of this borrowing agreement before the eReader can be borrowed..

INTERNET AND E-MAIL POLICY

This policy seeks to ensure that all uses of the Internet and E-mail are consistent with the Petersburgh Public Library’s stated purpose, mission, goals, and priorities.

Internet and E-mail are tools that the Petersburgh Public Library uses to support research and education and to provide work-related resources for its employees. Limited personal use is permitted with the understanding that the Petersburgh Public Library reserves the right to access and review all information at any time. Therefore, employees should have no expectation of privacy in using Internet access or E-mail or both. Authorized employees may need to view any other employee’s E-mail for legitimate business purposes. All communications and information transmitted by, received from, or stored in these systems are the property of the Petersburgh Public Library. All passwords are the property of the Petersburgh Public Library, and the Library Director will maintain an updated list of passwords used by all employees.

Employees should be aware that when they connect with any outside sources or agencies, they are identified as authorized users of the Petersburgh Public Library’s connection to the Internet. Transmission or copying of any material in violation of any U.S. or state law or regulation is prohibited. This includes, but is not limited to: copyrighted material, threatening or obscene material, licensed software/data or material protected by trade secret.

Internet and E-mail use and access are privileges extended to employees of the Petersburgh Public Library. The Library Director reserves the right, at the Director’s sole discretion, to suspend that use and access upon any breach of the terms and conditions of this policy. Employees who violate this policy are subject to disciplinary action, up to and including termination of employment.

To alert all employees of this policy, both current and new employees should receive a copy of this policy, and the Library Director shall maintain a record of the date that each employee received this policy.

FAX POLICY – revised 4/3/2012

The Petersburgh Public Library fax may be used by the public.  Patrons will be accommodated as quickly as possible; however library service and operations will take priority over public fax use.

The fax phone number is 518-658-2927.

The machine will be operated only by library staff.

The fax service is available from the time the library opens until one half-hour before it closes:  Monday – Friday,2 PM – 4:30 PM; Wednesday,7:00 PM – 8:30 PM; and Saturday,9:30 AM– 12Noon.

Fax material will be considered confidential.

The library is NOT responsible for the accuracy of fax numbers or for the kinds of material sent or received on the fax.  If the service is abused, a customer may be denied use of the fax by the Director.

The library is NOT responsible for any damage or loss of data or consequent damage arising out of the use of the fax.

Outgoing faxes:

Copy must be in a condition acceptable by the fax equipment.  Paper to be faxed must be letter or legal size.  Proper copy is the patron’s responsibility.

  1. Fees for sending long-distance and local faxes will be paid when the fax is sent.  The library is not responsible for successful receipt by the destination fax.
  2. Customers must be in the library to send a fax.  They may not leave their material to be sent at a later time.
  3. The machine may not be used to send international faxes.

Incoming faxes

  1. A customer must alert the library promptly if they expect to receive a fax.  The library will attempt to notify people when their fax has been received.  Customers must pick up the fax as soon as possible.  Payment is due at the time of receipt by the library.
  2. Fax data sheets will be held on file for a maximum of two weeks.
  3. Customers must pay for incoming faxes sent to them, whether solicited or unsolicited.  Individuals are responsible for stopping their own unwanted faxes.

Fees

Fees for fax service are indicated below, and are posted at the fax machine.  Fees are set by the library board and will be adjusted as needed.

MATERIALS SELECTION POLICY  – revised 4/3/2012

I.  General Goals and Objectives of Selection

A.   The Library’s goal is to maintain a collection that is intensively used by a large portion of townspeople.

B.  In selecting materials the library strives to develop a well-rounded collection of high quality resources to support
recreational reading and the creative use of leisure time, as well as the need for information and research.

C.  The particular wants and needs of the community guide the selection process.

II. Responsibility

It is the responsibility of the Library Board of Trustees to set, review, and revise the materials selection policy.  However, selection of materials is the responsibility of the library director, who has the most extensive knowledge of current holdings and patron needs and interests.

III. Criteria for Selection

The library will provide materials in a variety of formats including hardcover and paperback books, periodicals, audiovisual materials, computer software, and realia, which includes puppets, toys, games, and other multi-dimensional learning objects.  The library will provide a collection that meets the standards of the Library Policy Manual for the One Person Library for a town of our size.  These include

A.  A basic collection of at least 4000 volumes
B.  Access to a supplemental changing collection of 6000 volumes
C.  Purchase of new titles totaling 5% of the library’s basic collection annually
D.  Approximately 30% of the book budget allocated to children’s materials (half each to fiction and non-fiction),
and 10% – 15% to young adults.
E.  Annual withdrawals from the basic collection of outdated materials averaging 5% of the total collection.

The Library will acquire primarily works of literary merit or factual authenticity, except in cases of high demand, in which case the demand may justify purchase.  Factors to be considered in selecting an item include:

A.  Collection Factors

1.   Its relation to the existing collection
2.   Its relative importance in comparison with other works on the subject
3.   Its permanent value or particular timely significance
4.   Its presentation of a viewpoint not represented elsewhere in the collection
5.   The need to preserve publications by local authors and materials on local history

B.  Cost Factors

1.   Its price weighed against the coverage it will add to the collection
2.   Its availability through other libraries.  Less frequently used items may be requested through interlibrary
loan rather than purchased.

C.  External Evaluations

1.   Professional book reviews
2.   Reputation of the author or illustrator

D.  Community factors

1.   Community needs and interests
2.   Popular appeal

IV. Intellectual Freedom

The library supports the access to information and to a broad spectrum of viewpoints as outlined in the Library Bill of Rights and the Freedom to Read Statement of the American Library Association.  Copies of each are attached to this policy.

V.  Controversy

Objections to materials a patron feels do not meet the criteria of the materials Selection Policy should be submitted in writing.  A decision whether or not to exclude a book will be made after review and consultation between the librarian and the board.  However, the library opposes removal from its shelves at the request of an individual or group any material chosen according to the materials selection policy.

VI. Withdrawals and Replacements

A.   The library regularly eliminates outdated materials, books no longer in demand, and worn or mutilated volumes if their repair is not warranted.
Titles withdrawn because  of damage or loss are replaced based on the same criteria applied in original
selection.

B.   The librarian will make decisions concerning which items to withdraw from the collection.

C.  Materials withdrawn from the collection may be given to another library, donated to a charitable cause, sold for the benefit of the library, or discarded.

VII. Gifts

A.   The library welcomes gifts of books and audiovisual materials that
1.   are in good condition
2.   have no restrictions placed upon them by the donor

B.   Gifts will be evaluated by the same criteria used for purchases

C.  Certain items may be accepted as gifts that would not otherwise be purchased; for example very expensive items, or items of more limited interest.

D.  Gifts that will benefit the collection based upon considerations of community interest, duplication, processing costs, and shelf space will be accepted.

E.   Items not accepted will be disposed of in the same manner as items withdrawn from the collection.  (See section VI, C)

F.   The library does not keep records of the final disposition of gift materials, nor can it provide evaluation of gifts for tax or other purposes.

SEXUAL HARASSMENT POLICYAdopted by the Petersburgh Public Library Board of Trustees February 5, 2008 –  revised 4/3/2012

It is the policy of the Petersburgh Public Library to promote a productive work environment and not to tolerate verbal or physical conduct by any employee that harasses, disrupts, or interferes with another’s work performance or which creates an intimidating, offensive or hostile environment.

(1)               Employees are expected to act in a positive manner and contribute to a productive work environment that is free from harassing or disruptive activity. No form of harassment will be tolerated, and special attention is called to the prohibition of sexual harassment.

(2)               Each supervisor has a responsibility to maintain the work place free of any form of sexual harassment. No supervisor is to threaten or insinuate, either explicitly or implicitly, that an employee’s refusal or willingness to submit to sexual advances will affect the employee’s terms or conditions or employment.

(3)               Other sexually harassing or offensive conduct in the work place, whether committed by supervisors, non-supervisory employees, or non-employees, is also prohibited. Such conduct includes, but is not limited to:

  1. Sexual flirtations, touching, advances or propositions;
  2. Verbal abuse of a sexual nature;
  3. Graphic or suggestive comments about an individual’s dress or body;
  4. Sexually degrading words to describe an individual;
  5. The display in the work place of sexually suggestive objects or pictures, including nude photographs; and
  6. Jokes of a sexual nature.

(4)               Any employee who believes that a supervisor’s, another employee’s or a non-employee’s actions or words constitute unwelcome harassment has the responsibility to report the situation as soon as possible. Such reports should be made to the employee’s supervisor, or to the Library Director if the report involves the supervisor. If the report involves the Library Director, the report should be made to the President of the Board of Trustees.

(5)               All reports of harassment shall be investigated promptly and in as impartial and confidential a manner as possible. Employees are required to cooperate in any investigation. A timely resolution of each report is to be reached and communicated to the parties involved. Retaliation against any employees for filing a report or participating in an investigation is strictly prohibited.

(6)               Any employee or supervisor who is found to have engaged in harassment of another employee will be subject to appropriate disciplinary action up to an including termination of employment.

(7)               Any employee who provides false information or submits a report of harassment that, upon investigation is found to be false will be subject to appropriate disciplinary action up to and including termination of employment.

 

LONG-RANGE STRATEGIC PLAN 2014-2018

Goal 1.            Community members are able to obtain library materials responsive to their interests and needs.

Objectives:

1.         Expand the collection in areas of greatest community interest.

Activities:

(a)        Maintain a running list of suggestions by library patrons.

(b)        Maintain awareness of current literature of potential interest to the community.

(c)        Maintain an active, informative, and interactive library website and social media outlets.

2.         Maintain adequate library staffing to support the community’s needs for access to the library.

Goal 2.            Provide support and leadership for a wide variety of cultural, artistic, and community events and programs.

Objectives:

1.         Collaborate with the Town to preserve historical records, documents, and artifacts while providing reasonable public access to these materials.

2.         Display works of local artists on a regular basis.

3.         Host displays, educational events, or presentations on historical topics of local, state, or national interest, as well as on subjects of interest
to the local community.

4.         Collect and distribute information on community events.

5.        Host a book discussion club.

6.        Facilitate and promote visits, readings, and lectures by published authors.

7.       Facilitate and promote community concerts and lectures.

8.       Facilitate and promote programs and events that are appealing and educational for children of all ages, in particular those events that promote
literacy and education.

 

Goal 3.            Assure that the community has access to modern technology in support of their personal, educational, and vocational goals.

Objectives:

1.   Upgrade the library’s computer systems as necessary to ensure that all appropriate software is supported for efficient use by patrons and staff.

2.  Maintain or enhance high-speed internet connectivity, including wireless access, for computers used by both patrons and staff.

3.  Educate patrons on how to use the available technology at the library in both an efficient and appropriate manner, consistent with Board policies.

 

Goal 4.            Develop and maintain an efficient and user-friendly library building, supporting infrastructure, surrounding environment, and library services.

Objectives:

1.         Provide outreach services to the homebound patrons that may not be able to travel to the library building.
